- Address issues #219 and #218 concerning unreliable outfit changes:
  - ensure that AIS is used in all places where LLUDP has been made redundant,
  - properly throttle rebakes in case outfits load too fast and overwhelm LL servers,
  - might affect also manual inventory outfit changes,
- Various code consistency updates.
